The U.S. Agency for International Development is looking for a new chief technology officer.

The CTO is resposible for the oversight of the Agency's Information Resource Management (IRM), as defined in the E-Government Act of 2002; the Agency's information technologies and is responsible for both the intra-Agency and inter-Agency leadershipp of enterprise architecture, solution engineering, cloud technologies, and efficient, cost-effective IT operations efforts.

The CTO is responsible for the overall development and management of USAID’s IT standards, enterprise architecture, and solution engineering.  S/he leads IT Governance and Control boards and participates in committees that set the technical direction for the Agency.  S/he establishes the strategic direction, goals, and objectives for the Agency’s information resources.  S/he supervises a team which oversees IT architects and solution engineers, application and systems developers, data management specialists, and/or other technical specialties required to develop, implement, and maintain the Agency’s IT infrastructure and services. Ensures that the development and implementation of Agency-wide information technology architecture, infrastructure/services design, and system/data integrations are aligned with Agency business needs, government regulations, and policies, and incorporates forward-thinking business options. Maintains current knowledge of technology landscape and developments.  Originates and establishes new study designs or techniques that are regarded as major advances that contribute substantially to further developments, or that solve problems of great importance to the implementation of the enterprise IT portfolio.  

The CTO Provides advice and counsel to the Chief Information Officer (CIO) and the Agency’s senior leaders related to emerging information technologies and advancements. Provides expert IT analysis and advice on the development and implementation of solutions to solve issues and problems associated with Agency-wide IT programs. Represents USAID on inter-agency working groups established to develop government-wide IT initiatives and solutions to critical issues.  Negotiates for the acceptance of USAID's position on key government-wide technology initiatives.  Develops guides for implementing broad government-wide directives.  Supervises a group of employees performing work at the GS-14 and 15 levels.  Provides the administrative and technical supervision necessary for accomplishing the work of the unit.

Salary is $131,239 to $197,300 per year. Submission deadline is May 6, 2020.
